That's a good distinction. It basically draws attention to the availability of the apparatus to the general public; which, inevitably, means there will be more eyes and thus higher odds of having honest verifiers. I merit that distinction.

that’s the whole game imo. open the apparatus and honesty stops being something you hope for and becomes something the math just quietly enforces
