What fundamental change? It’s literally returning Bitcoin to a state it was in 2022. The whole BIP is 70 lines of code.

It sets a bad precedent for a protocol championing immutability.
Pre-2022 Bitcoin didn’t actively prohibit transaction patterns. The Bitcoin garden had no weeds back then, but the BIP-110 garden now tries to ban certain plants. So post-BIP-110 Bitcoin is not pre-2022 Bitcoin.
BIP-110 treats consensus restrictions as some kind of a housekeeping patch.
