Decentralization is what the US had at its founding and maintains a semblence of today. Going back to founding principles and function is more ideal. All government is downstream of religion. There is always a God of the public square. The question is not whether but which. Religion being merely a matter of private and personal belief is post-enlightenment rubbish (I don't say this as an attack against you).

not everyone in the public square has their beliefs aligned with everyone else's to begin with. you can't tell people what to believe in and expect good outcomes, healthy societies need freedom of religion.

All law is moral. There has to be some objective moral standard for a peoples to organize themselves around and govern upon. Some measure of freedom of religion is fine but for a society to stay in tact there must be broad moral consensus, which means theological consensus.
