It might have sounded like he was implying 10% when he mentioned the threshold. You’re correct that he probably meant a much higher percentage, like 90%, for a significant spam filtering impact. I also think that maybe, subconsciously, he didn’t expect Bitcoin Knots ever to reach even 10%, which might be why he phrased it the way he did.
