Every arrest because of Monero has usually been because they were swapping out of Monero, and into Bitcoin and using custodial services to pay them.
This wouldn't happen if the people used KYC services but it's generally hard to put illicit gains back into the system, Bitcoin, Monero, or fiat, etc.
