I have no idea about Canada.
But in Nimbin Australia, it might as well be legal, if the police tried to stop people there smoking, they'd get run out of town(it has happened several times in the past)
Canada has been legal way before. Whoever you think made it legal over there. On weed Canada has always been winning

Before legalization I could have it delivered by mail, ordered online. It was still illegal, but not hard to obtain.

There's limited growing season so it was primarily grow ups. Did daddy gov turn a blind eye while strains were crossed and super weed was produced? In so much demand it traded 1:1 for cocaine. Daddy didn't know? Hardly, it was BC's dirty little secret for 2 decades. Money washed through the casinos bought houses and created a real estate bubble that never popped in 2008.
