Shifting the attention away from the train killing is certainly a plausible viewpoint. But I am fairly certain that they will use this event as a way to regulate guns even more. Whether you believe that was the initial goal or not is impossible to prove. However, all of these shootings and killings over the years have inevitably led to more gun control.
