It's always better to get your worms & soil biology to do the work for you.

Try to keep your soil covered.
I've got about a quarter of the garden mulched with woodchips now and that soil is cranking! I've been playing with green manure and straw mulch too but the woodchips seem to be the stand out.
You have to go really thick (like 10-15cm) with the straw mulch but it's also good..
Straw breaks down faster so you have to replace it more often but you get faster results. Sometimes it's hard to plant seedlings in amongst the straw because it's much deeper.
You don't want the mulch mixing with the soil because it'll borrow nitrogen from the soil to break down.
