People are missing the context of this — stupid chimpoid Johnny Somali is about to get sentenced and it was heavily covered in media there. I don’t believe he’s talking about punishing people that talk about black crime statistics. I think he is urging the judge to send the black criminal to jail.
"...is a threat to democracy" translates to ... is a threat to the State's legitimacy.
it means that they are already beginning to lose the control they previously had over the discourse and now they will begin to cause a technology epidemic, they want to be a developed country but at the same time with this they will only cause their industry to stagnate.
