You can't have tariffs on most of that because they're domestic products. You can only levy tariffs on imported products. But you can have an unhealthy food tax, tho it's not readily apparent why consuming some unhealthy foods means you should give the government more money. What would make more sense is a tax that goes to an individual health account every citizen had. The more shit you eat, the bigger your account balance will be. Then, when you gotta go to the doctor as a result of your poor eating habits, you'll be able draw from your health account to supplement whatever you insurance doesn't cover.

For sure you can tax all domestic products as well. Why not putting tariffs on sugar. It is a threat to health and therefore everyone profits, when the sugar market is smaller.
Tariffs are specifically an import tax levied on the exporting nation. It's definitionally impossible to put a tariff on domestic goods. You can tax domestic goods, but you can't put a tariff on them.
