Amethyst will connect to all the relays the user has. @Nostria will by default connect to 3 of them (and it optimizes selection), can be changed in settings. I believe that user's should have all their data on all their relays, to help with scaling and distribution (data-safety), but users shouldn't be required to connect to all the relays just to get a "complete set of events".
