Universal consensus means a single set of rules everyone can rally behind. In Bitcoin, the longest change does not determine the consensus rules. First, the consensus rules determine what can be a valid chain. Then, the longest chain following those consensus rules wins. #Bitcoin Core has universal consensus because everyone rallied behind it as the ultimate full-node client.
