Yes. It uses the pow nip to mine for a badge and based on the hash it's rarity. More leading 0 more rare, more pow.
It's a bad metric for badge rarity though.
Badge rarity should clearly use a web of trust to establish trusted real pubkeys, and see how much of a percentage of trusted npubs have a certain badge to determine it's rarity.
Same as bitcoin, number of leading zero bits in the id
