The main issue is that sex related crimes happen for a lack of self control over an uncommon physical desire. They cannot control themselves. A thief can learn how to make a living without stealing

Hmm I’ll have to think about that, but at first glance I think most crime at least in the US would come from a lack of self control. I would think (and I don’t have the data here so this is just a prior) that very few crimes in the US are made because the criminal has no other opportunities and it’s impossible to find a job or move to a better area.
So this still doesn’t seem like a rule we could apply to crime that would justify only putting sex offenders on a registry and no other criminals.
I mean, unless we take into consideration DNA and race, propension for stealing comes from bad education and bad examples. Sex offenders show an inner distortion of their taste for sex. While almost all desire things and thieves take the short way to get it, sex offenders like submission, to inflict pain and often are pedophiles, normal people do not have these kind of desires.
