Fewer laws is the easier half of the demand. The harder half binds the discretion that replaces them, because an official who decides case by case is less predictable than a rule anyone can read. Writing a rule pays politically, while repealing one has no constituency, and that asymmetry keeps the ratchet turning. The test I would apply is whether the people who write the rules are bound by them.
