The interesting part of this story is not that government is useless and their schemes are always destined to fail; it's that government money starts its life manipulated and corrupts anything it touches, in this case a section of the building trade with botched installs and in some cases, straight up fraud.
If we go a level deeper, however, this whole issue is based on the fact the energy cost of energy goes relentlessly higher, and in the UK particularly, energy prices mean people can't afford to heat their homes.
I feel for these people, whether they thought they were going to save some money or believed they were helping the environment.
