There are international treaties under the United Nations umbrella that provide "laws" for wars and similar situations, but these are not really enforceable and barely work as a common denominator for enforcing stuff on poor countries.

Right, you could say "international law" is the powerful countries telling the weak countries how they are expected to stay in line.
