Thats not how lightning usually works. Having inbound directly after opening the channel would mean the counterparty allocated capital to the channel opening, this is possible with dual funding but not the default and not supported in most wallets. If you want inbound (receive) capacity you need to shift sats on the other side of the channel, you can do so naturally by paying stuff, or doing a submarine swap (trustless swap with between onchain and lightning with a counterparty). Alternatively you can also pay someone to open a channel to you (an LSP), then you also have inbound liquidity. Some wallets do this just-in-time if you want to receive with insufficient liquidity, but there are also websites like lnbig selling channels.
