So, were the exchanges down because of the sudden price action, or did the price swing in response to outages? I suppose both, but what came first?

The price dropped because core 30 released and a lot of people just dumped everything they had out of fear that the Bitcoin blockchain will get filled up with child porn and malware as the core 30 update allows people to host child porn on the blockchain.
