There is no Nostr source, each software is completely independent from the others. Nostr is just a loose set of idioms they use to talk to each other. The NIPs are just documentation on the specific idioms used that exist to allow new people to write new interoperable software.

You don't underatand how protocols work. Anyone can fork the standard and improve it if they can't get a nip through. It does not require consensus like bitcoin does. Clients have to be able to understand the rules , that's all.
