I suspect this is the inevitable outcome of all relays. I don’t think there is any incentives to run a relay for free, and people don’t want to pay…
I want Nostr to succeed, but have yet to see any ideas for a sustainable business model.

i've been running many relays for several years. nostrplebs.com is offset slightly by users having to buy a nostr address to use it. however, nostrelites.org is free to all people whom i follow and whom they follow. it's a WoT relay. i don't think i've ever got any specific type of donation for it.
