No, this is just an app to upload videos on Nostr. It fully support the NIP-71. Videos are stored on Blossom and an event of kind 21 or 22 is sent on nostr to make your video discoverable. https://github.com/nostr-protocol/nips/blob/master/71.md

Making kind 21/22 events after uploading is a great idea. nostr:nprofile1qqsdr0fnxvmn8hxyz8cwazfm8zu9yt7qmc38ll69nkvsgn8dnej4sxckxm0xe supports uploading videos too, but perhaps after in the Media Library, the user could "re-publish" their video in another event.
