I am sympathetic to drug issues, I am not sympathetic to a small number of addicts destroying the town. I have read Schellenberger's book, and clearly there is a carrot for some and stick for others.

They don't need a carrot, they need the opportunity to go out and pick their own carrots. Societal drug issues are caused by poverty and trauma. Giving people carrots should only be a temporary solution, otherwise they become dependent. Hitting people with sticks only makes them more traumatized and likely to act out with more anti social behaviour and violence.
