I don't see a way to sign a message in Phoenix. And when I try to use a different wallet for the on chain address and signed message (signing the Phoenix wallet BOLT 12 message) I get the message: "error decoding lightning_bolt12"

Can’t use Phoenix for OCEAN payouts because it doesn’t allow setting a memo on the BOLT12 offer. You can use Coinos tho. Check out my guide. 🤙

Might test it if I get a chance, but I’m leaning towards there being a difference since you’re getting an error.
FWIW, I tested the process with a BOLT12 offer from Phoenix and got the same error as you.
Interestingly enough, it’s called description when the offer is decoded for both Phoenix and Coinos. The offer generated by Phoenix did have a lot more parameters which might be a cause of the issue.
I compared them using the bullishDecoder. 😎
