You and I have paid for them. The government has only managed their construction, and very inefficiently at that, stealing money from the budget for themselves and their friends, as well as paying bribes to those who built them. I'd rather drive on dirt roads than have highways and pay taxes. In Australia, even trucks drive on dirt roads and no one dies. 😂
