Theres different tactical reasons why the government would allow these businesses to use public limited resources rather than just have the companies cool it down using their own money. In general driving more revenue into utilities also benefits taxation by government, companies spend less on cooling, and kick backs to specific government officials will be greater. Ive heard multiple reasons why they just dont fix this for the greater community and societal good.
