Yes. When a tool of power is used against the criminals then we have a prosperous, free and peaceful country like El Salvador. When a tool of power is used against the ordinary people we have poverty, misery, crime and chaos mixed with dictatorship, censorship, brainwashing propaganda, fascism like for example EU.
