I hate CEX. They misrepresent everything Bitcoin and Monero stand for, but It's good when the biggest CEX thinks EU market is such a tiny market that they refuse to service. Or maybe they know that EU will cease to exist in the next years anyways and it's not worth the effort to comply with the last demands of a senile weirdo.
