They should be “free” (paid for with taxes)?
They should have a yearly subscription? (Swiss style)
They should charge per distance traveled? (EU style)
They should rely on v4v? Those who want to pay, pay?
They should be run like a club, members own them, finance them and collaborate on operating them?
Industries relying on (and profiting from) them should finance them and forward those costs to their customers? (Roman style, some provinces)

Free Public Transit . pay for congestion on motorway if using own vehicle. However should only apply if public transit is as good or better than that in UK

Free as in tax funded? How would pay for congestion work? (My experience driving in the UK was awful. Especially Oxford to Birmingham commuting)
Yep, and presumably if your vehicle consumes less energy, it weighs less too, so it’s less taxing on the roads. At least in theory

ah yeah, and not to forget universities and airports, these are examples of similar situations where it's "private" but they provide public amenities in so far as needed to access the services of their tenants (so the cost is on the tenants, essentially)
