She's trying to spend money from an account that isn't hers. Try doing that with a banking app anywhere in the world and they're going to verify you one way or another. It's nothing to do with the government. There are a number of commonly accepted ways to pay for stuff in China (and a CBDC is *not* one of them). Cash is still widely accepted, worst case she could have just gone to an ATM.
