Yeah, that's crazy-low, but our university cities are only a tad higher. Everyone has to leave, when they start a family. No affordable housing, in urban areas. But I live in one of the most-fertile places, and we're "only" like 1,60.
* If she lives in the spacious country, she has 1-2 kids. Occasionally 3 kids.
* If she lives in the crowded city, she has 0-1 kids.
I know where babies come from. I've produced two of them.

I think it depends a lot on freedom. When a country offers a lot of freedom and in an other country they restrict freedom, the free people win when some can migrate from a restricted to a freer country.
