it's nothing new as a pattern. i can't think off the top of my head other ways similar things happened before but the us federal government has been in the business of regulatory capture for decades. obamacare, for example, strangled the health insurance business, turned medicine into a machine designed to profit the licensed players and not only that, literally the competitors have been *snuffed out* if you know anything about the last decade of mysterious deaths of alternative medicine people.
