In my opinion, if we consider the “immediacy of danger and the scope of impact,” doxxing may be more serious, because it can lead to major and uncontrollable threats.

Threats from who? What that threats causes for eg some1 with a gun comes and kills person? Stalking is used by different organisations to "suicide" people as there's no direct involvement when killing is done.
