Its not the threat of hell that's the point, it's the philosophical exploration of what it means to be a good person and why you should, explored allegorically faith puts one on the path to making beauty real in their life. The threat of hell is what people that don't understand it think about, and, of course, given that there are bad people in the world, it also serves as a deterrent for them as you say.

I would not begrudge a man self-aware enough to know he needs a leash to remain in check. I would applaud that man.
