Here's an analysis from 2013 about whether the US government could actually order a drone strike on a cafe in San Francisco. It seems the conclusion was: probably not. But I suspect these days some people might cheer such an attack on. Hopefully it doesn't happen, but if it does, some blame should go to Obama, and Congress before.
