Communist ideals are not needed for taxes. Taxes have been there looooong before communism, or capitalism. In fact they exist for as long as money itself. It might even have created it.
The elites recognize 1 thing. That life complexifies endlessly. So every ideology can become a dialectic used for control. Communism/ capitalism is another iteration of an ideology that can split people. That is all that matters to them.
