There'd be a lot of things to do after confirming that this is a valid and proper solution, and those just need financial and human resources (not the department/role =P) to do.
The biggest wall after that is ISPs, however, there are already solutions to it, with the beginnings of a great solution that's Bitcoin and nostr related (Tollgate), however, the issue here is heavy time and resources investment, as it's a matter of physical adoption and delivering a higher value product that has the solution in the background. I'd imagine we won't reach mesh network internet at a 50% adoption until maybe 10 to 30 years from now or more.
