Shawna Coxon is a DEI hire. It is clear from her biography on the GS website. Joined Toronto Police in 1996. Promoted to Sergeant after 11 years in 2007. Promoted to Inspector after another 8 years in 2015, Promoted to Deputy Chief only 2 years later in 2017 Sergeant to Deputy Chief in only 2 years! Wow! Her faster promotions in the teens coincide with the rise of the DEI agenda. “Inspector, Chief’s Office, Organisational Change Management Unit (2017) Implemented the first organisational change management unit in policing in Canada to facilitate the ‘people side of change’ as the Service began implementing The Way Forward. Deputy Chief, Priority Response Command (2017 –2020) Promoted to Deputy Chief of Police and oversaw all front-line policing units and administration, Criminal Investigation Bureaus, and support areas of all 16 police divisions….” Yet the “The Way Forward” policy document issued in January 2017 included a three year moratorium on recruitment and promotions: “7. The strategic importance of the three-year moratorium on hiring and promotions The moratorium will give the Service the time it needs to change outdated models and practices in order to make better use of its existing officers and realign its resources to support a neighbourhood-centered approach to policing and other priorities.” Yet despite this moratorium, she was promoted to Deputy Chief later in 2017. Promoted directly to Deputy Chief from Inspector, skipping the ranks of Staff Inspector, Superintendent and Staff Superintendent, and this 4-rank promotion in a time of promotion moratorium!
