I was about to mention that I had a neighbour in childhood that had some problem in his tounge that kept his speech progress on 0. But he was fully reactive to everything. He was trying to but words were just coming out in the form of a high pitch sound. And it was visibly frustrating him. I think it was also this tounge tie you have mentioned. After he had operation he had to go to special school though to learn how to speak... last I remember before they moved out is that he could form sentences with a hard regulation of his pitch but it was a huge progress.
