It's not illegal to freely discuss hypotheticals that would never be implemented if they were unlawful, in fact it's always good to know what is unlawful so that you can expressly avoid doing those things.

i have personally, and honestly been wondering if we’ve reached a societal stage where its not possible to reason normally with people who would try to set up surveillance like this. like, really wondering. i want it to not be true, but i wonder now.
Well, you could do some lawyering. Take a look into what your HOA charter actually specifies and see if both flock and a surveillance car violates that and push back on them using their own rules. Or state law.
There's the obvious physical response of cutting the cameras down. Or they could be plastic bagged or jammed......Along the patrol car, I'm not really sure what kind of patrol car it is, but if it's automated, you could have some fun with circles of salt and higher wattage lasers.
Saying that they're doing inspections and that it's not surveillance sounds like a legal fig leaf with them trying to stay out of trouble.
