No, I don't think it means this. If a parent harms their child that's still wrong. i.e. If an adult kills an illegal immigrant, they will still be trailed for murder. It's more that you have rules and procedures that the state requires you to follow because it is assumed that the state has greater authority over your child than you do. I get it, in a different scenario, I had a Lasting Power of Attorney for my Alzheimer's suffering father. The LPA caused more problems than it solved.
