boltz will plug itself into absolutely anything and claim interoperability. the problem is if the connection ensures permissionless usage or not

Lightning doesnt work too well or consistently, but is great for micropayments. Rollups and other stuff can be done easily enough onchain or at layer 2.

Whether it is permissionless or not is a question that both the receiver and sender needs to answer separately which is one of the great advantages of lightning network. But I understand that some participants might start trying to black or white list who they want to connect to, and even worse demand to know the origin of the route... But it seems like a fool's errand.
