they don't change overnight, one by one more and more districts get scumbags in control and then before you know it they are starting to make idiotic dictats first thing that tyrants do is build an illusion they have power, first mistake is to think it's real just travel a little and you'll see where the veil is thin and you can probably hold out there country towns and islands and mountains... it's not hard to figure out, just make it a priority
