It is just hopeless. Anyone above the age of 3 is unre-educatable. If we lack power to act stronger and faster and with more precision, I understand. But if mercy and hope to reeducate the mature thieves is the driving motive, then this spectacle will fail like so many in all of the known and unknown history.
