oh yes, it is complete this could be augmented to include other message types, it just probably needs a configuration to specify what kinds, and maybe what relays this is a full relay spider, it searches for users directory events by scraping for relay URLs and it spiders any relay that returns a nip-11 and it can be configured to auth to the relay as well
