We physically can't adopt all the children of all the enemies, soo, what do you propose? Make sure they have no children? That's a lengthy process. But even if this approach is taken, then what? Get rid of nowadays children in 18 years, once they have grown into full size enemies? Is this the compassion you have in mind? Or just be so compassionate as to let the enemies continue ruling and multiplying, because you cannot afford to get rid of them at the ages 1, 2, 3, 4, ..., 18, ..., 30, 70... Compassion is weakness, and weakness is treason and failure. So there are only two options: compassionate or not failed (= not enslaved).

Compassion is not weakness. And children are innocent. Don't make others pay for the crimes of third parties. That's a bad principle, man.
