I'd let a slave nation have guns if I could limit their ability to read and understand literature.
Literacy and health are lower orders of basic freedom than a rifle. From such a handicap, the guns aren't a threat to a tyrant.

The first step is always to control the money supply. Then you can let the serfs have whatever they want and it won't change a thing.

I imagine the biggest threat to a tyrant is revolution.
Struggling to think of one wherein the people overthrowing a tyrannical leader were literate (accepting that the instigators may have been) and healthy (however we define that).
Ignorance makes it easier to get the blue gun owners to hate the red gun owners and vice versa.
