Yes at first. But it could become an essential race for npubs to bring their foot into these starter packs. And then who curates this starter pack, who garners the power? The 'management group' of each client? Where and when would the starter packs be introduced to the newbies? What are the criteria? Maybe that's the way it is, centralization, like in traditional social media and the App- and PlayStore? Can't think of a clever alternative from the top of my head right now. Maybe some impartial algorithm?

Forget algorithms that favor big accounts or systems where users game visibility with hashtags. The Starter Pack gives everyone equal exposure through a rotating system.
Accounts are shown randomly and tracked by how many impressions they get. Those with fewer views get bumped to the top every hour or day—no follower count needed.
To keep it fair and avoid spam, creators can post a limited number of times within a set time frame. Categorization is handled by the system, not users, so there's no bias or favoritism.
Everyone gets seen. Simple as that. 🤷🏽
