Feel like I'm doing relays wrong. Removing Damus relay seems to have cleared up some spam and I added one paid relay, but still don't feel like I fully understand the optimal setup (despite reading dev docs). Any opinions or resources, fam?

What's the intent? If you want a random global feed, you should probably read from more relays - keep one or two free relays ( try nostr.mom or nostr-pub.wellorder.net ) in addition to the paid ones. Ensure you toggled global on some relays in common with the people you follow, so that you don't miss their notes.
There's no optimal configuration - it's trial & error based on who you follow & what you want to see.
Some clients have friends of friends of friends feed - that can be an alternative to global.
