here on madeira we have that plus we are in the lisbon timezone while actually almost geographically in the UTC+1 latitude (like 3 degrees from being in it)
so right now, even on the eastern part of the island, the sunrise is almost 9am by the clock...
the fiat gods hate madeira more than almost any other human settlement on this planet

Local time is concensus, though people does not realize and abide to government's time as opposed to solar time.
Personally I haven't changed my clocks for two years in a row now.
I truly would not be surprised if there emerged a widespread political campaign to redefine kilograms, metres, and other measurement units in an effort to promote social justice.
